You should be able to contact your local Motor Vehicle Administration office or State or local police department. The police have to know what the legal limit is so they can give you an inspection ticket. It's 35% here in Maryland, but I don't know what it is there. Hope i've been some help.

Yeah, I checked that page, and the laws for Canada a pretty much spot on. You cannot have tinting on the front three windows but you are free to do as you wish on the others. However, I often see law-breakers every day.
