i've seen these @ pepboys. They have lights on them. Or @ least these did.

 

Yeah, I've seen them at pepboys too, but the ones that I've seen are tacky looking. They are blue, red, and I think yellow but they are real shiny and uh..don't look good IMO. But I can't remember the name of them...

They keep the wipers down at high speed, so your wipers are more effective.

USA cars only have them on the drivers side wiper.

I have always heard them refered to as "Wiper Spoilers"
