There are better (probably more illegal ones out there. It is a 3-faced trianggle type, it can flip in 1 second between the 3. At glance, looks legit, but a covered plate is obviously illegal, can't fool anyone. The flipping plate can fool anyone not typing it in their computer.

Running tolls is the common thing. I have heard of truckers doing crazy stuff like this to skip toll charges.
Also would be nice at a car show to cover you plate. If you're that paranoid.

For running cops alot of people when going to race steal plates and use other people's plates so they can't get a plate scan same concept
