Honestly, while I have owned a couple of "targa" topped cars (porsche 914 and two Fiat X 1/9s) I would not have a clue how to do that modification to a car.
BTW.. history lesson for you. The "Targa" top is a porsche invention. First appearing in 1968 on the 911. It is named after one of those road races that Porsche used to dominate in the 50s. 60s, and 70s.. the Targa Florio

haha...such an old topic to discuss. Its been talked about in the past quite a bit, and I was the first person to ever bring up the topic on the old boards. There's a member by the name of RavDav (older members will remember him) that did it to his car, with my guidance. I spent alot of time with him and explained what he had to do, in order to get this modification done right. First and foremost, this isnt just something where you can break out the saw-zall and cut away a rectangular piece of your roof and headliner. There's alot involved with it. When you you cut out a portion of your roof (whether to make a roadster, convertable, or targa), you are seriously killing any type of handling and structural integrity you have on the car. So when you do this, you have to not only reinforce suspension parts, but you also have to install items that will strengthen the frame and structural parts of the car, such as a roll cage, frame ties, and sway bars.
Its alot of work, but if you're willing to spend the money (and lots of it) and invest into the time, then go for it.
