Spider Webbing
I have noticed on my car there are 2 tiny cracks in the paint that I call "spider webs". Some "expert" told me it comes from the actual bare metal underneath all the paint and that if i do not sand all the way to bare metal the cracks will eventually resurface and show thru new paint. Is this true?

I take it that you are planning to repaint your car soon?
As far as I know, spider webbing usually occurs because the surface has flexed more than the paint has, so the paint cracks. Like if you hit a pole with your bumper bar; the plastic underneath flexes more than the relatively brittle paint, and you get spider webs.
