I'm sure you could get away with a few basic mods like an Intake and Exhaust. Even then...
What I would do if I was there is work on engine internals, like bump up the compression and mess with camshaft profiles, do headwork, etc. I doubt they would tear down the engine to find out CR, especially since there is no way to tell from the outside if internals have been changed. Unless they know the sound of a stock Tib from a slightly modified one.
