Julez- I had problems with 100 Watt low beams melting the headlight wiring.

I dropped them down to 80 watt, and I have not had the problem since.

I do run 130 Watt High beams, and I have had no problem with them, as they are never on for long. (not much call for High beams in Los Angeles)

So chances are the street glow aren't the way to go then, because the H1 are the low beams and only come in 100watt.

Where's a good place online to go if I'm looking for the slight blue tint?

I get my bulbs from www.jcwhitney.com They are cheap, only about $9-$10 a bulb, and I have no complaints with them.
