Underbody lighting is way overplayed, so do it carefully, if at all. Interior lighting, also do carefully, but there's more options for things to do in that respect.
I've always preferred LEDs to Neons. Neons draw much more power and are less flexible as to the places to put them. RedZ would suggest cold cathode instead for under seat lighting, and I would be inclined to agree. But LEDs can go everywhere: vent haloz, dash, door handles, buttons, switches, on and on and on. Find my thread with the lighting I've done to get an idea of what's possible for interior lighting. I think I've put an LED in most every place possible. PM me if you're interested in a cheaper alternative to vent haloz or if you want any other LED work done inside.
What do you have planned for the interior? Here's a pic of what I've done, more is possible, but it's a start:

if i could do what was done in that picture that would be awsome it is just i'v seen neons and leds in friends car where is was not done very good so it looks bad if i do it i wanna make sure when i flip the swich u you i have good lighting done. but doing neons on the outside and led's on the inside would kinda make sence. one other question if u wouldn't mind with led's like when i look on ebay there is packages with like 40 all with 2 feet of wire or what ever how would u connect all the together to make it work if i sqread them over my interior??
o ya there is one more thing u said redz would suggest a cold cathode instead for underseat lighting what is that

Light emiting diodes are hard to kill. in any application.
They're rated to live like 50x longer than neon tubes (they're gas filled and wear out easy)
downside is the LED wont "give you the flood effect that neon will" and you need to install them just right , the lights are directional.
