Default Filling holes in bumper

What is the best material to use to fill in the holes in the bumper from the license plate bolts?

I use the license plate bolts. They also conveniently hold the license plate in position so I don't get a $$$ ticket because cars have to have 2 plates here.

I'd probably 1) google this and failing that 2) reach for a body filler that's made for use on bumper covers.

5 minute plastic epoxy, and saran wrap.

Mix epoxy according to package directions, apply to holes, use saran wrap to keep in place.

When half-set, remove saran wrap carefully.

When fully set, sand down imperfections, hit with primer, then it's basic touch up work.
