Default Fighting oxidation on black paint.

I have been fighting this for years, I do not know if I need a new paint job, or if I simply do not keep enough wax on it. Right now I have meguiars 3 step, 9" buffer and lots of terry towels and pads. I have had my car in the garage for 1 week doing this. It turns really cloudy and grey looking, so I take the polish and have went over the roof around 4x, I had a family member pass and didnt get to touch it after, so I went back out and the cloudiness is coming back, I did another coat of polish and started wiping it, then it started scratching, I got ****ed and came in the house. Usually I can do the 3 step and then with 1-2 coats of wax the oxidation will be back in about 2 months, with signs after 2-3 weeks.

Any suggestions? anyone have a tip or trick? or dealt with this?

Thanks, I am highly frustrated.
