Buffing down touch up paint?

Default Buffing down touch up paint?

Put some touch up paint on the hood. Very small single chip. The touch up paint is not perfectly smooth and comes up a bit. Is there any manual way to 'buff' it down without disturbing the regular paint around it? If not, no big deal because it is almost invisible now anyways and I'll be putting a clear mask over the entire hood on my own, hopefully it's not too hard

It's thick paint. After it is fully cured, buff it down. What's the worst case except more touch up paint.
