What is it that makes some exhausts sound like weedwhackers?

Default What is it that makes some exhausts sound like weedwhackers?
Ive heard some really bad exhaust notes in the past. Usually on beat to hell civics. I was wondering what makes the exhaust sound that way. Is it just a crappy muffler and exhaust design or is it the actual engine that causes the bad weedwhacker sound?

They have restricted exhaust pipe size to begin with then they add a louder muffler.
