Default what is this?

You mean back behind the coils? It is there to lift the engine into the car during production. Also makes a handy place to pull it out for work later.

VTEC,....
No seriously,... VTEC,... well ok Hyundai's version,... CVVT
Our engines were always setup for it, Hyundai was doing some R&D on it, but never made it for the BETA 1's
They now have it on the BETA 2's
Check out the new 2004 4cyl Tibs and Elantras, they have CVVT. And that part of the block has a solenoid placed there. Check it out.

Actually, I got to drive a new 2004 4cyl tib over the weekend. It was ok. Nothing special,... I was expecting more from the CVVT,... but no extra power, mind you the ride was very smooth and the Power curve very linear. Like how ours, when it hits 3500rpms you feel a bit of a "boost" but with the new 2004's it just very gradual.
And when you shift into gears, it's very smooth,... no kicking you back into the seat as you dump and shift,... it was weird. I didn't like it,.. but I loved the color, Hyrogen Blue!!!! MMMMMMMMMMM Looks like the blue on the new 350Z's

getting the "surge" when shifting is all part of driving a sports car... sounds like it was cutting back on power maybe?
