It replaces the Harmonic Balanacer/Crank Pulley.
By driving the accessories slower, it free's up HP that that the acccessories were requiring.
I personally do not reccomend them, but many people swear by them. There have been severl "pros vs cons" debates over at Fxtreme. If you do a search on "underdrive pulley" over there, I'm sure you will find them. I reccomend you read those posts and make your own decision.
