The replacement pullies are smaller+ lighter so your engine dosen't waste energy turning them and more to the wheels, it does improve performance probally no more than 5 hp at the wheels but not sure about that hp #

I personally wouldn't buy a much smaller pulley, underdriving really doesn't worthwhile results, and belts can sometimes slip because of less contact area. Especially on I4s. Lighter pulleys shouldn't be a problem though.

There was controversy about aftermarket crank pullys a while back..some people won't use them others will. You can do a search, there's stuff here that will help you..I think everything that can be covered on the pullys has already been covered. Personally, I have the pullys on and they do make a difference speed wise.

kSpec used to have water and power steering I think? They took them off the site, but I would think they could still get them. I think they took them off because the power steering pulley wasn't machined properly.
