Replaced the timing belt, new tensioners, ect
It starts but soon as it starts the RPMs fly up, taper down, then raise back up
Is this a timing issue? TY

Probably vacuum leak or IAC issue. Check vacuum lines.

Probably your TPS, or IAC I'd say.

If it is just starting out hi and returning to a low (675) rpm, maybe osscilating a couple times then it just sounds like a cold start..

If it continues to oscillate my first guess would be a sensor somewhere is unplugged or damaged. Like an 02 sensor, IAT sensor, CP. Something along those lines. I'd go back and re-check everything, twice.
