Sometimes when I drive my Tib there is a feeling, that 40 ponies are sleeping.
I have bad response till 3000-3500 RPM and only then I can feel small gain in hp.

Usually I can easily and smothly accelerate from 2000 RPM.
Car is N/A.

Why do you think that happens?

I have 123,000 miles

last oil change 3,700 miles ago
wash air filter 3,700 miles ago
last spark plugs 18,000 miles ago
didn't change wires since I bought car (18,500 miles ago)

all this week my car went ok, but today, half of the day, I had low-end torque problem. Then in evening it was again ok.

well, it probably could not hurt to replace the wires and plugs. Was today a wet or damp day? If it was, you are probably losing spark due to bad wires allowing the current to arc to the engine instead of going to the plug.

I felt the same way until i changed out my clutch.

Like it had no get up and go. well the get up and go, got up and left me supprised when i changed out my clutch. It feels alot sportier at low end. Tiburon's power range is 3500-5000... that's where you want to be if you're trying to accel fast.

It's economy range is 2000-3000 though..

My clutch is not slipping.

You know, sometimes there is imagination, that you just think about to place foot on a gas peddal (from 2000 RPM) and car is running.

But sometimes there is a feeling like you pull hand-brake (a bit) and trying to accelerate. It's so annoying.

Yeah, mine's doing that (especially when shifting into 2nd) at the mo' but it's my own fault... I've been neglecting the car a bit lately; It's about 2,500Klms overdue for a service (no time!) & I haven't changed the wires... Ever!!
