Default Leakdown Test Question

So I am confused. My initial problem is that my engine smokes a lot and burns oil. I am suspecting valve seals and/or rings. I seem to have plenty of power. I have asked around and heard many say do a leakdown test. After asking around, Ive rheard a leakdown test wont find those issues. Is this true? I was going to buy a kit tomorrow and test. I did a compression test about a year ago. I cant remember my numbers. Hopefully with this years tax refund I can rebuild if thats my issue, which I bet would help. Any help would be very greatly appreciated as Im still learning as best as I can about this stuff
