Default Installing 4-2-1 header with stock CAT?

Would there be any problem by installing header with stock CAT (and taking out one vertical CAT)?
I live in Cali, so I am worried that it might not pass the emssion test.

Yes, I am in high flow CAT, but I'm considering keeping my stock CAT since I have 2.5" custom exhaust. I am worried that putting 2.5" CAT might decrease the low end performance even further.
