Default Hi Flow Cat and Exhaust work

After reading many posts about getting exhaust work, I called around town and no one will install a high flow cat because "Federal Law prohibits tampering with the stock emmisions system until the warrenty is over."
So. If the cat is the most restrictive part of of the exhaust, wouldn't headers be sort of waste of money right now?

you will still get performance out of headers,... just not as much

Look around for a mom and pop shop,... they will do it
If they are willing to do the headers,.... than they should be able to do the high flow cat. Installing headers requires you to REMOVE one of the cats,... which is even worse than replacing a cat.

Look around, talk to ricers in your area, someone will have a hook up somewhere
