Default ECU learning

How well does the beta ECU learn when it comes to adding a bunch of modifications? Exhaust, performance cat, cold air intake, header, throttle body, intake manifold, under drive pulley, clutch and flywheel, and cams. It seems like the ECU wouldnt be able to handle all that to it's max performance without being tuned but since beta ECU's are locked, will someone who has all that never utilize it's potential?

It can't learn well enough to take full advantage of a 'full set' of bolt-ons, and a standalone will get (small) performance increases.

I disagree. The ECU will learn to its max programmed potential. For example if its programmed to advance ignition timing to take advantage of 93 octane then it will do so until it sees knock and back off timing. Anything you can do with bolt ons, besides a turbo, the ECU can take advantage of to a point. These cars run pig rich at wide open throttle any ways so throwing on things that help it breathe can only make it better and once you've reached the limit of what the stock ECU can do a simple piggy back ECU can help take it further.

I also have to disagree with your assessment of standalone ECUs. With complete control of fueling and ignition timing in the right hands substantial power gains will be had with even simple bolt ons. Throw on a standalone with full flex fuel capability and even more power will be had even on an N/A engine!
