is the ecm the culprit?

I tried that before and still does the same thing. This has me so stumped. All of my grounds and power wires on the Ecm are good. I tested them. Car will run perfectly fine once I get the cel on.

I fixed it guys. When I did my safc install I ripped out one of the wires by accident (fuel pump relay) and have it wired to the power on the ecm. I never took out the relay for it till now. Completely fine now. Thanks for the help guys!
