Nology just ground the spark plug wires to the head/block. There's no guarantee that the head/block is a good ground.
In theory, using these *ground cables* you would be assured of getting as good of a ground as possible on the head/block and ignition coil.
This could raise HP via a more powerful spark, but that is assuming we have a bad ground/innefficent ground to the head/block/igition coil now.

Would it be best to ground it to the block or the head? or to ground it to both?
Also, woudl it be kinda poinstless since the the head is aluminum and being not very conductive in the first place, they saw no use for a ground cable?
I did a google search on grounding cables, and I found one concerning building 2 seater small kit planes. and they stress the importance of groudning the frame and engine to the battery.
edit- I found something interesting.
2001 Accent has a ground to the chassis from the intake manifold, but I assume this wont ground the head or block since the gakset is in the way.
I also check a 94 civic and 2001 escort. They both have several obviously grounding wires from the head to the chassis.
