Cylinder Head Replacement Probs Persist

Ripped off the head of my 1.8 RD1 Tiburon, 99,000 mi on the engine itself..
The cam bearing caps do not torque all the way down to 22ft lb, there is no click. Would the HLA to cam lobe height be messed up, and would it effect the journal bearing clearance?? Also the cylinder head bolt holes in the block are ABSOLUTELY FILLED with a mixture of coolant and oil.

Dude where the heck did you get 22lbs-ft? That's over 2x higher than the torque spec for cam journal bolts! And they don't click.

you couldn't really ovetorque'um only break the cam itself

Uhm cam journal bolts are twigs. When I was installing Dfrostpolar's 1.8 cam I busted 1 not paying attention and that was torqued a little over spec. Just look at the 1.8 cam install at the number of people who have had them break on them.

It's 9 actually. If the bolts just keep turning, you may have stripped out the holes in the head, or you may have broken the heads off the bolts without realizing it (sometimes they break slowly, like twisting off play-dough). You will never break the camshaft by tightening those bolts. You probably couldn't break the cam shaft by smashing it against the ground with all your strength.
I hope for your sake that you didn't strip out the holes in the head. It's time to pull all those bolts, and throw them in the trash even if they look ok. Go to your Hyundai dealership and get a set of new bolts, then torque them in the proper sequence, in steps. Finger tight, 5lbs-ft, then 9lbs-ft.

what if a bolt was stripped right at the base of the camshaft journal? wouldnt that require a drill and helicoil?

There are a lot of ways of getting a stuck bolt out. As they are steel bolts in an aluminum part, it is much more difficult to do but still possible . . . whyyyyy do you ask?
