Yeah, I looked it up straight out of the manual, 6-7ft-lbs.
And I'd definitely recommend getting a new valve cover gasket. It's about the same hassle to go get some RTV as it is to order a gasket, it's not much more expensive, and then you have the definite knowledge that you got it right!
Yes, it's also safe to take the cover off, just be sure you get all the bolts out, and lift. Try to keep the head clean when you take it off too.
(DTN, yeah, I did a cross pattern, I just wrenched down too tight... Don't think I had the torque wrench on that one)

You guys do realise that it is not good to use any silicone based gasket maker anywhere to seal on the engine. Silicone will not hold up, and will break up and get into your engine... then after that it can get into your oil system, and then your more then likely f***ed.... I advise not to use rtv silicone.... We just learned about ths in class on friday. They said when doing gaskets never use it...

Hyundai recommends that you use this product specifically for the purpose of sealing the valve cover http://www.rshughes.com/products/079340_21744.html
It's RTV silicone sealant.

Same exact problem
Took the bolt out, cleaned up the excess oil, put a few drops of hyrdraulic sealant on the bolt, tightened back down.
No Problems so far.
OT: Who was telling you not to use RTV? I use it on every intake manifold, with the gaskets. But those are V8's

It is probably better for your grades to NOT mention there is a difference between a light skim toward the outsides of a gasket, and a 1/4" thick bead on the inside!
