Hey, i heard recently that 1mm of bore = 40 over
is this true or no?

That is true but its not exact.
.040 or "40 over" = 1.024mm
So the answer is yes.

its a measure of the size u increase ur piston and ur block to accomodate the bigger piston.
..from what i understand

"40 over" refers to boring out the cylinders in the engine block to 40 thousandths of an inch (0.040") over the stock bore.
