There are many options, which boil down to your budget. Are you wanting to stick with low boost? Can you only afford $500-ish for an ECU? Are you going to tune the ECU? You may want to ask the tuner what he recommends if it's not you.
What size turbo are you using and what are your horsepower goals? You'll want proper injectors that flow enough fuel. Are you doing anything with your fuel pump also?
For tuning, if you don't have experience doing it, leave it to the pros. It's very easy to screw things up and blow your engine if you're not sure what readings to look at or how to change fuel and air ratio maps. Since tib's have a locked ECU, you're going to have to go with either a piggyback or a stand alone (Big $$$). There's no way to just tune the factory ECU on it's own.
