I do like the idea of using vehicles are wireless repeaters to help spread signal across a city, or traffic lights in specifically positioned places.

This is happening in a town near me right now. I think it is a f-cking brilliant idea.
The bums get paid and a free tee-shirt, plus probably they will be getting tips so win.
The people who just can't live life and enjoy a music festival get their hot spots, so win.
The company gets live R&D as well as exposure to the public at minimal cost, so win.
Who loses, aside from people who don't like capitalism in action? You don't like to see bums, don't come to Austin.
