Sometimes, they think its really cool to not care how the roads are during heavy snowfall.

Had the same exact thing happen to my wife in the Accent when she was driving it. Brok it pretty severely, but not all the way off. Mine's still broken. sad.gif

You might be able to get a new bumper off of ebay. Or if you like any of the body kit bumpers available. Aside from that, maybe find a good one at a junk yard, maybe even in your color.
