lol seen that before, lexani back in the day was trying to get a patent on a wheel that goes around the sidewall of the tire
was designed to make a 20" rim look like a 22"
tire mounts from the rear
im fairly certain this is something along the nature of that, hence the valve stem being far back and at that angle
