Anyone know the difference between a power steering pump with electric controlled steering and one without? Or which of the two a 99 tiburon has?

I couldn't tell you the difference, but I'm pretty sure a 99 tib will have straight hydraulic power assistance. AFAIK there isn't any fancy-pants variable electronic whatsitz for our steering.
And if you want a pump, I've got one from a 98 elantra for cheap.

if you are asking about the electric power sterring advertised w/ the car-... it's a bit vague but from my understanding, it basicly help assist the steering if the belt were to break.
i don't know if it was standard on each model or if it even works that well-... you can look up a break down of the system on HMASERVICE
i'd like to convert the steering to an electro-hydraulic power steering system similar to the system found on the MR2. i'm tired of hearing that damn ps sqeak when turning at low throttle (and robbing that bit of power/engine bay space).

After having a Elantra HD as a rental car for a month when the Sorento was in the shop, I REALLY started to like it's fly by wire electric steering. I'd love to put it on my car.

it looks like it might've came standard w/ the fx models-... can anyone verify this?
the eps unit is under the left (driver's side) rear strut cover-... if you take it off you'd be able to see the eps "brain box"
or possibly by the firewall between the master cylinder and the throttle boddy see if there is a harness that goes down to the steering rack
i want this so bad-... just to rid my engine bay of power steering clutter

Ya that plug behind the TB on the firewall everyone has is for it. Ive never seen a tib with it though....out of the 5 or 6 Ive had.
yup it's confirmed mad jon proved it's for the eps-... i just wish he had the photo's up.
so i wonder if the angular velocity swtich is already wired up to the steering wheel-... that would mean you'd only need the solenoid and the epscm!
