17x7 +40mm 23.5lbs

I am planning on getting some motegi racing rims and on thier website I found this chart but I'm wondering if this (8H {4-100 / 4-4.5}) means that the rims can be orderd with a 4x100 or 4x114.5 bolt pattern anyone know if thats correct

Yes, that is what they are trying to say. Also, check the HUB hole. Find out what size it is. Tiburons/Elantras have 67.06mm Hubs (2.640" hubs).

You will have to get an adapter to fit the wheel to your hub. Gorilla automotive (USA, no KOREA) sells them in just about any size. I got mine from www.tires.com, but you have to call them to get them, they are not listed on their website.

If you do NOT get them, and the hub hole is larger than the tibby/lantra hub hole, you can ruin your wheels, strip your lugs, cause horrible vibration when accelerating and braking...and worst of all, it can snap off the wheel studs and send your wheel rolling down the road, while you try to drive a three wheeled shark....
