Are 1997 Accent GT non captive rotors, brake lines and pads the same as non captive Tib set up? If not what is the same?

Checking WebTech, no they're not the same. The Accent brakes are smaller than the Tib's. Can't answer your second question though. You may want to check WebTech and compare specs from the different models.

Check Sonata's. I think Tibs and Sonata has the same pads. Maybe something more.

And I think Lantra has same brake system as Tib.

The difference is the size of the rotors. They are still captive but smaller. I dunno about the rest. As they are smaller cars I would assume they are different parts.
