K, it sounds kinda stupid but i dont think my e brake is working. I pull it up completley going around like 15 mph and the car still rolls on and going about 40 nothing happens. I pulled it in the snow tryin to spin around and nothing happened and it kinda worried me.

I'd be worried. If your car is a automatic, it should be able to handle 1st gear with a bit of gas without rolling. If it's a manual, it needs to be able to hold the car on a hill. Sounds like your rears might be shot. You should look at your brakes, and if need be, tighten the cable. When tightening it, it should have 40LBS of pressure on the 7th click.

Probably the rear (im gonna guess drivers side, cuz this has happened to me on the drivers side on TWO tibs now) caliper guide bolts (maybe both, maybe just one) are seized. You can take the caliper off and check them, if you can get them out, grease them really well with some white caliper grease, it is likely you will not be able to even get them out though. In this case, replace the caliper with one from a junkyard or something. Just don't go to a shop or the dealer for the part, it will be way expensive.

the cables themselves are also known for corroding, siezing, and eventually snapping too.
