Do these make a huge difference in the way your car handles?

Not a HUGE difference, but strengthening the body of the car will increase handling.
I'd buy a set of Quality coilovers, light weight wheels, and sticky tires first though.

It may increase the stiffness of the body a little bit, if you weld it in. Although without any kind of proof from the seller, it probably does nothing.
I would say that the increase in weight and bulk in the front end would make the car worse than the possible-theoretical-maybe 0.04% gain in torsional stiffness that you might gain from buying and installing such a part.
