damn, i had to order the duplicolor caliper paint spray in black online b/c no store had it. most stores just carried red and yellow. after it dries to the touch...should be fine to put the wheels back on rite? and just let it chill and wait 24 hours before driving?

If you are just doing the calipers... you can put the rims back on as soon as the paint is tacky and in no danger of dripping.. if you do the "hat" on the rotor... you are going to have to wait until it totally hardens.

do i need to sand down the calipers before applying the paint? or can i just use the caliper cleaner, and then brush the paint on?

I would give them a light sanding. Especialy if you have never painted them before.

PepBoys sells paint for brake calipers. It's called CALIPAR PAINT.. comes in red, blue, yellow, or black.
