anything's possible with $$.
you won't be able to do it without rolling the fenders and doing some suspension work.

i think apc has 18's on there gen2. the look good, but they look about as big as a gen2 can take without looking stupid. i wouldn't go above 18, but i'm gonna buy 17's. remember, if you go 18, you would have to get REALLY lowpro tires to keep your speedo accurate. find a tire size calculator on the net and play around with it. i found a really cool one on miata.net or miataforum.net that compared two sizes and gave you the % your speedo would be off over or under stock.
