Default Are Water to Air ICs less efficient than Air to Air?

I always wondered this. Would a water to air intercooler be less efficient at cooling than an air to air?

Yes. Air to water is more prone to heat soak. PD supercharger systems use them for packaging reasons. The only time an air to water is preferred is on a car built specifically for drag racing. The reservoir can be super chilled with ice to cool the intake air below ambient.
