I own a 97, and it is pretty well stock, i have a AEM intake, but other than that it is stock, and i want more speed. I am look at something for around 1500 that will increase my HP and speed considerable or atleast alittle, i was thinking new headers but if anyone could help me out with ideas i dont know engines well....

a wet nitrous setup would help
or a turbo, but that would be more than $1500
check out the nitrous or turbo sections

If you only want to spend 1500, I would get an intake, full exhaust (Header, cat, 2.5 inch pipe, resonator, muffler) and a good NX kit. You should also get a High Flow fuel pump and get a FPR fitted to keep the pressure at stock.

Header 200
Exhaust 250
Cat 75
Intake 200
Fuel Pump 100
FPR+fittings 125
NX Wet Kit 650
1600

Now, some things might not be necessary, but, that looks like a decent list to me. I am probably forgetting some things, but, that is a mostly complete list. You may be able to get some things cheaper, some things may cost more, but, for that kind of money, you can do it.

kspec short shifter

what about spending a little extra money and getting the basic kit from tim(speed factor)?

Headers are already a done deal, and i have a good exhaust as it goes, intake is taken care of, i am nervous about NX wet kit, just because i like speed and it would mean bad things, but maybe, Anyone know of any good turbo kits i could possibly invest in??

An FPR is a fuel pressure regulator and I have no idea where to get one because I have not looked. You can get the second gen eclipse gs-t fuel pump at DSMTrader for super cheap or just do a search for Walbro but those are a bit more expensive.
