Well there are levels of slipping clutch. Just because it slips at 200whp doesn't mean it will at 50whp. But yes eventually anything over parking lot speeds will cause it to slip, but to get to that level would take some seroius work. I don't know how long, but you will not be able ot push the gas as far and it will slip more and more. Even ice on ice...there is still a good ~2000lbs of clamping force, I can't imagine the weight of car on a level road being able to cause even a worn out/gone/glazed clutch to the point were you can't move 1-3mph, but I could be wrong, never tested it out. I guess you could maybe wear it down to the point where you lose travel and therfore your clamping force decreases to the point where you can't even spin keep the FW and clutch locked in N lol.

google deglazing clutch - if it's mild you can fix it sometimes.
You can drive as long as you can drive until it fails. If you notice it getting progressively worse, get a replacement ASAP because it will fail eventually. If it slips after a race, try to DIY deglaze it if normal driving doesn't fix it first.
