That is correct sir. You can shift before or while doing the blip if you prefer, the order doesn't matter IMO. Just raise the rpm's to match rpm in lower gear for your speed when you let the clutch out.

I don't consider it so much of a blip as a rev match. Put your throttle down to a point where the RPMs go up to wherever it will be matched. In other words, don't just bump the pedal and hope it hits the right point. Place your foot down an hold the throttle where it's supposed to be.

^ which takes zero-point-nothing seconds, and sounds like a blip, once you get good at it.
edit: you can also let the clutch out as the engine speed drops, if you blip the throttle and the engine goes faster than you want.
