Noise: Struts Or Tie Rods?

Hmmm.. At low speeds , while hitting tiny bumps, I hear a thumping sound. I jacked the car and shook the tire; I think that's the way to check the tie rods. The wheel didn't shake. COuld it be the struts? I'm about to order 4 Monroe struts..
