I've read about this concept many months ago. It's just another one of Bernie Ecclestone's fantasies. They're even thinking of having covered tracks, and spraying water artificially on the track.
Bernie is something like 80 years old. These fantasies will never happen.
It does look cool, but I think open cockpit is traditional, and sweeter because you can see the driver and his every move. It's more to cheer for instead of just seeing a car.

That is Robert Kubica's accident in 2007. It doesn't get much worse than that (unless a barrier gives up). F1 is the safest motorsport there is.

What madman thinks of spraying water on a track? Or racing in the rain for that matter, but they do that, so ...
And if you pay $14M+ for a car, I don't think it's too much to ask for it to be safe in a crash!
