Most states with cell phone bans do actually have emergency services exemptions. Also, at least here in NV, cops are allowed to go 10 mph over posted limits in "performance of their duties" even without the lights on. It's also illegal to honk a horn or flash your high beams for any reason not specifically permitted in the relevant Nevada Revised Statutes. Yes, I have a CDL.
