Ever heard anything like this anywhere else in the US? Could it work? Looks kind of like the "tar and chip" or "chip seal" roads you see out in the country.

i know that in Japan, they put steel plate covers on their tires somehow.

Just looks like a tougher chip seal like substance.

They used chip seal to cut down on drag racing in one local spot. That stuff is hell on tires.
