Apparently, you think "shot" means something other than "the amount of nitrous used". It doesn't mean "the size of the hole in the nozzle". You can change the amount of nitrous used by either using different sized jets or by changing how long the solenoid stays open. Most progressive controllers cycle the solenoid, exactly in the same manner the ECU cycles your fuel injectors to change the amount of fuel used.
