Not so much! I'd say stay away from foreign companies with low feedback ratings and/or anyone with low numbers of feedback, but eBay is a VERY simple way to sell stuff especially for a small company.
Now, dealing with a company you never heard of, that's another thing. Nitrous systems have been produced by big reputable companies for long enough you don't have to gamble on a new name unless you just can't live without their version of whatever it is they're selling.
