Default Radios with Pandora built in

Looking around for a new radio and I saw that a bunch of new ones have Pandora built in. How does that work? Do you have to use mobile cell service or a hot spot for it to play your Pandora stations?

On both of mine I have to play Pandora on my phone over bluetooth but the controls on the stereo can control the app.

My Avalon has two methods. I can either bluetooth the outgoing signal from my phone and use the phone app to control Pandora, or the car has a Pandora app built in to which it only utilizes the phone's internet and controls Pandora directly from the dash.
