How do I figure out how many amps my amplifier is drawing form my cars electrical system?

The amp has a 20amp external fuse. Does this mean it will have a max draw of 20amps @ 12volts? If it exceeds that the fuse will blow right?

Yes. You can use an amp clamp as well. An amp clamp will hook into your multimeter and give you a reading of the total amperage inside the wire, non-invasively, from outside of the wire.

Note: if you use a current meter (an amp clamp or inline with the power wire to the amplifier) don't be surprised to see VERY little current draw until your volume control gets into "permanent hearing damage" range.
