Default Will a clogged cat throw a check engine light?

I think I have a clogged cat because my car has no power and when you hold your hand over the back of the muffler, and rev the car, you dont feel much exhaust coming out. But I dont have a check engine light. Would a clogged cat definitely throw one? How else can you tell if the cat is clogged other than the 2 things I mentioned?

Compare to a car with a similar engine size, to see how much exhaust should be coming out. It would not definitely throw a code for a partial clog but it would not run strongly at high engine speeds.

My 91 excel had a clogged cat and the acceleration was horribly slow, it did not throw a cel.
